Since there is a 4 in cell C7, does that mean that there are 621 4's in column C?

yes!!

c7=4   = 621

first step  is found the top values  in column C then from which one belongs in column L

Do you want results sorted by the history num? In other words do the ones I highlighted in red sorted followed by the ones I highlighted in yellow sorted? If so, high to low or low to high?

I only added the color to explain the sorting. If you actually want colors then tell me which Style colors you want.

Those colors are from the tool that I used to make the picture so I can't use them. How about this?
If you don't like those then pick two Excel Style colors that you want by going to Home->Styles tab and drop down the list. The two I chose are "Good" and "Neutral".

Actually I'd like to forget about colors because we could need up to 15 if all the COUNTs are different.

When I said two colors I was mistaken. We could need 15 of them so I don't want to use colors at all.
