AD Delegation

Dear Experts,

In my environment AD is configured along with Exchange 2013. I want to assign a group  of users with some rights. Rights are  create & edit group policy , assign the GP to concerned OU's. Also creating & editing mail id's. Which option should I select from the Delegation wizard.

Note:- We have Windows Server 2012
