SCOM 2016 - Agentes problem (ID 21016 20071)

In the past I had a SCOM 2012 R2 installed on a Windows Server 2012 R2 physical server. After some time this server was formatted and recently received the Windows Server 2016 Standard. I took advantage of and made a POC of SCOM 2016. I kept the old server name by changing the Management Group name from SCOM001 to SEN001.

SCOM action account is the local admin of the computers with agent and the Agent Action is Local System.

My POC:
1x SCOM Server with all functions configured and functional (Reporting, WebConsole ...) and with SQL Server 2016.

I imported Core MPs.

I search for servers, he finds them all and start installing the agents. Virtually 100% of the servers install the agent, they are successful but then the problem happens:

They do not appear in Monitoring / Windows Computers or in Administration / Managed Computers. They stay in Pending Computers and the only possibility is Reject.

On the SCOM server there are no errors in the events. On the agent computers there is, every 5 minutes, the information event 21023 three times and then 20071 and 21016. In loop. I tested connectivity between computers and SCOM via telnet on port 5723 and there was connectivity.

21023:
OpsMgr has no configuration for SEN001 management and is requesting new configuration from the Configuration Service

20071:
The OpsMgr Connector connected to mycompany.com but the connection was closed immediately without authentication taking place. The most likely cause of this error is a failure to authenticate either this agent or the server. Check the event log on the server and on the agent for events which indicates failure to authenticate.

21016:
OpsMgr was unable to set up the communications channel to mycom.mydomain.com and there are no failover hosts. Communication will resume when mycom.mydomain.com is available and communication from this computer is allowed.

I've been following the internet for answers and have not found anything that could help. Until I did an update on all the installed Management Packs I did and nothing. I have already restarted the SCOM server. Anyone have any idea what might be happening ??
