Adding a primary Domain Controller

If I've been awarded VMs, can I create a primary Domain controller as a forest server without affecting the Network that assigned me VMs..

what do you mean by awarded VMs?

Did you get gift?

Yes, you can create new AD forest on this VM (1st DC of this forest will be part of root domain and root DC )
It will not create any issues with your current network, however IT security team if exists at your end, they will not allow you to do this and they will consider this as non compliance / security breach
