I want to restrict some active directory security groups so only Domain Admins or a select user can modify them.

We have a Windows domain and I think we are still running at domain level 2003. I have several Active Directory Security groups that we really do not want to add any more people to at this point, but we want to keep them active until we find other solutions for the users that are in them. Is there a way for me to restrict the groups so that on a select few users can modify them or maybe set them so only Domain Admins can modify them? I just want to lock them down from our regular help desk team so no one will be tempted to add anyone

You should be able to modify the ACL on the groups to limit who can add or remove people.  If you view the ACL on the actual group in AD you can adjust the permissions accordingly, you can do this at the user, or OU level as well with the delegation of control feature.

please list whether these built-it groups.
backup operators
schema operators
server operators
auhenticatio operators
etc.

Note the security groups derive their right i.e. defaul domain gpo, etc. grans specific groups rights

Active Directory already limits this to a select number of groups. Seems you have users that are over permissioned.
