1) Use Eseutil Command: https://blogs.technet.microsoft.com/exchange/2004/06/18/repairing-exchange-databases-with-eseutil-when-and-how/

2) Use Stellar Phoenix Mailbox Exchange Recovery that can do the mailbox recovery from corrupt edb file, Free download from here: https://www.stellarinfo.com/edb-exchange-server-recovery.htm

You will have checked the EDb file status if is clean shutdown or not. If not, replay the logs and bring it into clean shutdown.

Once that is done, you can create recovery storage group and use above EDb file and restore required mailbox from there. If you want to restore all mailbox, you can follow the same procedure.

If no Old server is present, have you done dial tome recovery for the user to use email account?

Problems using Powershell and Active Directory?

Managing Active Directory does not always have to be complicated.  If you are spending more time trying instead of doing, then it's time to look at something else. For nearly 20 years, AD admins around the world have used one tool for day-to-day AD management: Hyena. Discover why

This scenario were database lost only ..

My scenario was (exchange server damage + exchange database damage ) , i have only offline database backup (.edb & log files ) before the server got fails .

When you say you built a new server, is it inside the same ORg? If yes then database signature issue will not come into the picture.

We can still use the same procedure as above.  Bring DB to clean state and try to mount that edb file to a new database. If that works and you can see soft deleted a mailbox in that new DB, Then you will have to rehome the all mailboxes from older Db to new DB.

This is called as database portability.
