Windows 10?  Use Start, Settings, Apps, Default Apps and set both Mail and Browsers there.

That should work.

In that same screen do you see 'choose default apps by file type'
If you see 'choose default apps by file type', select it and find the extension html and mhtlm and check them to open in IE or Mozilla if they show to be opening in chrome.

I have Edge as Default, not Chrome and Chrome is not used by Outlook.

1. Try (even as a test) defaulting the Browser to Edge and see if that works.

2. Make sure you have fully restarted the computer.

i some how do not like edge
If you see 'choose default apps by file type', select it and find the extension html and mhtlm and change them to open in IE or Mozilla if they show to be opening in chrome.

User generated image
My point on Edge was to set it temporarily to see if it corrects things. I was not suggesting you had to use it.

still goes to chrome
OK. Something wrong with your system. Nothing like that here.

1. Open cmd.exe with Run as Administrator and run dism.exe /online /cleanup-image /restorehealth   Restart and test.

2. If that does not work, run an in-place Windows 10 Repair Install and Keep Everything. Nothing lost.

Windows 10 is running, so click on the Download button (not Upgrade Button, select Open (Run) but NOT Save. Allow the program to run. Allow drivers to update. Then select Keep Everything.
