SBS 2008 (Exchange Server) not accepting large emails

I can send a 17MB attachment to someone on Office 365 but I can't to this particular SBS 2008 (Exchange 2007) user. It bounces with the message that the email is too big. I swear I have bumped up all the limits on their Exchange Server to 25MB but it is still bouncing. Am I not setting it in the right place(s)?

you need to change the limit in both the users mailbox and transport, connector, and global rules

That article is for Exchange Server 2000 and 2003. Doesn't track with 2007 (as far as where things are). I have already set the:

Organization Configuration=>Hub Transport=General Settings

Recipient Configuration=>Mailbox=>User=>MailFlowMessageSizeRestrictions

That is two. Are there any more?
