Certify Process for storing certifcations and receiving email for compliance audits

On SharePoint 2013, I am looking to create a process where users must certify that they read a document (best practices).  I want to be able to get an alert that 10 out 30 users have certified as example.

Not sure how I can build this.  The document is in PowerPoint right now that they must read and some how certify.

Any suggestions on how to do this?

You could add a yes\no column to your document library that the users need to check after they complete reading the document. Then a workflow could send you a mail or take some other action that let's you know they checked yes in the yes\no column.
