I have these SFP mini-GBIC modules for LX/LH1 Part# GLC-LH-SMD
Would these work for 10Gb ISP fibre handoff?

Sorry   SFP is 1000Base.  If you are looking for 10G you would need SFP-10G-LR and a 10G capable device.

otherwise the sfp would work but limited up to 1gb correct?

That's a sticky one Tiras.  The safe, professional answer is no.  That said, it is going to depend on the carrier, what they are pushing to you (signaling, rate, etc.) and how much headache you want to go through.  Best path is to match the SFP on both ends and go line rate out the box.  Trying to shoehorn can get dicey.
