Work out the server requirements to provide content to viewers (cost to you)

Get a web consultant to set up the home page, initial content and ongoing support requirements. (cost to you)

Get a security consultant to help you set up access to viewers in a secure way. (cost to you).

Depends on what you want and need. If I assume a site for a business it might be a good idea to have this integrated in one of the major three clouds MS Azure, Amazon AWS or Google GCP. For example, a Google Sites site integrated as part of a GSuite for business:

select a free theme and set up a site.

you can either set up as a blog or a regular site with pages

once you are satisfied, you can purchase a domain name and add this to your site

If you want to keep things as simple and non-technical as possible, try WIX
Start with their free service and see how you get on.
You can produce quite professional looking websites using wix with very limited technical skills.

A dot com domain will cost $15 or less. I use

I can help you out to setup a website.
1. Purchase a domin from godaddy or aws etc, max cost $5-$10
2. Purchase a small dedicated server from digital ocean or any other services. ( if you are skilled in lInux go for ubuntu) Cost $5-$10 depends upon server specification.
3.  Install and configure Wordpress, Installation procedure you can find from the following document.

4. After that you can set customized themes and start setting up a new website.

A dedicated server would probably be 'over-kill' at this stage.

Shared hosting should be all you need starting out (It's also far cheaper)

I still think WIX type services would be better if you want to avoid coding etc.
