if I am quiet, will it stay at max?
if I am loud will mic volume change to min?
correct. It will adjust the mic's sensitivity to its environment. Left unchecked, the prison on the other end may not hear you or at the other end of the spectrum, get distortion

trying to answer :
does this reduce background noise no - if you need that, you need a mike with noise suppression, or even cancellation
https://en.wikipedia.org/wiki/Noise-canceling_microphone

does this cause moments of silence - not that i know of

will I do better when speaking to a machine (voice to text)  - i see no reason why it should, so i'd say no

what else does this checkbox do when checked/unchecked  --->nothing i can think of

or how does the mic volume change when the checkbox is checked?

that depends on the driver program, or software
test it is the best, and easiest way to know what it does
another solution is to ask the producer of the sound driver what it does
