Is it OK to install WSUS on a 2016 server?

I want to shut down our existing WSUS VM server (2008 R2) and install WSUS on a new 2016 VM.  I also could install it on a physical 2016 server if that is preferred.

Which is better?

Is OK as long as you update the server before you install WSUS.

I would go from the VM since it's more flexible in case of any hardware failure.

Do you have any links for setting it up on Windows 2016?

you can look at the article i wrote
was before 2016 was released but nothing has really changed; look, feel and functionality is the same

I've tried to install WSUS on the VM server at least 7 times.   Each time it fails, stating the server needs a reboot.   Asa test I installed SNMP and it installed just fine.  
Any ideas what is causing this?
