Mysql5.6 not able to start up after change datadir

Hi,
Trying to move Mysql data  to new drive  which after changed the path  My.ini file, services won't be able to start up the services and found in the log and error as following

2018-04-09 07:54:47 1412 [Note] IPv6 is available.
2018-04-09 07:54:47 1412 [Note]   - '::' resolves to '::';
2018-04-09 07:54:47 1412 [Note] Server socket created on IP: '::'.
2018-04-09 07:54:47 1412 Fatal error: Can't open and lock privilege tables: Table 'mysql.user' doesn't exist

 I also have given network services full rights in the location below.
What else that I missed here to start up again Mysql with new data directory ?

What were you trying to achieve by changing to new datadir?
Is it supposed to  be empty (new start) or you need to restore old data?
- If newstart -- you need to still initialize datadir
- if not -- copy old datadir files to new datadir.

Check ownership & access mode of the dtabase files as well as the path to the new location?
Does the mysql server UID have access there?
