There used to be the free (also Microsoft) "Movie Maker", but that product line (Microsoft Live Essentials) is retired now.

I also recommend Camtasia.

But you can get a lot of free apps. Just open Windows Store and download whatever you want. For example Video Editor Master or Movie Creator : Free Video Editor.

Otherwise download Filmora Video Editor. Pretty nice tool.

You can do a little editing with Windows Photos since Windows 10 Fall Creators Update. But as I said... a little.

I've use VideoReDo as a video editing tool for many years.
It's very quick and easy to use and does re-encode.

It has two distinct modes for editing - choose the one that suits the particular job you are working on ....
1) All the sections you mark, are removed (ideal for removing adverts)
2) All the sections you mark, make up the final video
    (best for including all the good bits from raw wedding/party footage)

Windows 10 does not COME with video editing software, but that doesn't mean you can't get it.
