Beginning Project to build websites with Client database entry and storage

I've been tasked to build a website with an input form for Clients to utilize.  their entries are to be placed in a database for storage, reporting and analysis.  Our company has an Office 365 Business Premium account already so they would like to launch some (or all) the tools from that instance if possible.  

looking for suggestions on the tool(s) to utilize, then webinars / classes to assist with the design and implementation.  All thoughts and ideas to assist are certainly appreciated.  Just beginning this search and drafting a plan and budget to proceed.

Bad idea. Even if you can eventually make it work.
The closest thing you can deploy on your  Office 365 Business Premium account are Powerapps. https://docs.microsoft.com/en-us/powerapps/
This is a solution for internal apps, not for client facing web sites. Maybe you can find a way to publish it to the internet. But don't. It is a bad idea.
Instead, go get a shared hosting plan for $5/month, or if you want best performance, service and reliability then pay $30/month.
It can be linux with php and mysql, or windows with IIS, .net and sql server. Up to you.
I recommend linux with apache, mysql and php (what is called the LAMP stack). Not because it is best, but because of the sheer amount of courses, public knowledge and even ready made applications that you can start from.
