I see on on one of my mail box server CPU utilization since yesterday AT around from 89-100 % constant

Reboot your server first and let me know the result. I can see two process taking lot of CPU in your screenshot. Are you running any script on this box? As I can see powershell taking 11% CPU.

how did u calculate 11%?
msexchangerepl.exe and powershell.exe. Sort by CPU in task manager.
What was the last time you did a reboot of that box? As Amit suggested try doing a reboot. If you are running transport role as well then it might experience Exchange back pressure conditions where the mailflow will be suppressed.
What did you find from running the ExPerfWiz I suggested?
