OneDrive Won’t Sync

We are trying to deploy OneDrive.  We have Office 365 Enterprise E2 licenses for the users.  When I’m using a test user to login to OneDrive, I keep getting this error and I don’t understand why.

“Your IT department doesn’t allow you to sync files from this location to your computer.  (Error Code: 0x8004deea)

. dn't Microsoft kill E2 and move everyone off of it by now?  I don't know if that'd have an impact, but worth looking into.  The error sounds more like a group policy issue though.  O365 (and windows 10) have group policies to block Onedrive syncing.  And you should make the distinction between syncing with a OneDrive personal account and a OneDrive for Business account.  The NextGen sync client supports both, but can be controlled (and blocked) separately.
