Blockchain cannot be implemented with SQL DB or any other database due to its distributed architecture and immutable nature.
But you can use Java, .net or blockchain frameworks to implement it.

you mean can only in application tier but not ANY DB tier ?

Blockchain idea is completely different from traditional Databases. where the data once stored is immutable, i.e. you cannot change and delete it after its recorded. And the data is stored in multiple nodes after its agreed upon by a group consensus.

Blockchain is not a software, it can be setup by programming any programming language... C, C++, Java,, etc. Even T-SQL, but if you store data in a relational table or a NoSQL db, there are high chances that it can be edited.
