Font size and GUI of a few items on my Windows 7 have changed

For some reason, the font size of a few items on my Windows 7 have gone small and I have no idea why.

Here are a few examples:

As you can see, that text size of the tab headers have become smaller and also the dark blue color for selecting items in Chrome doesn't look like the usual one:



Also, the right click menu has become shorter in font size:



and this is how the "Properties" window pane looks like, which doesn't look normal:



I think one fix somewhere would solve this problem. Trying Windows Restore only brought up this prompt:

right click on the desktop - screen resolution
  • make sure you have the optimal resolution - make it bigger or smaller. click ok
  • right click again on the desktop - personalize, and from the left lower corner, choose display. do you have 100%? try 125%
  • another possible solution is the theme itself. Right click on the desktop - personalize and choose one of the aero themes

select zoomin/out
click the + sign

run cmd as administrator and run also these command, just in case
chkdsk c: /f /r
sfc /scannow
