Basically, if an email address exists, it is active--no matter if it's a primary address or proxy (secondary) addresses.

get-recipient emailaddress@domain.comyou can do a get-recipient emailaddress@domain.com to see if that returns you any result. It will check your contacts\mail users\mailboxes\shared mailbox etc in your organization to see if that is a valid address or it exists anywhere in the org.
