VMware vCenter tags missing (kinda) after 5.5 update to 6.5

After updating vCenter (on Windows server) from 5.5 to 6.5, it looks like all tags have been orphaned in the database.  We use Veeam to backup used to vCenter tags.  After the update, we still see the tags displayed in the tag configuration section but we can't edit them.  When trying to assign an existing tag to a new VM or folder, no tags are available to be assigned.

During all this Veeam has been working with the existing tag configuration but now we need to add more objects.

Has anyone experienced a similar issue?

I had the same issue when I upgraded as well.  It did not appear until I completed VROPs update.  VMware said it would all come back after rebooting the vCenter, but they did not.  My network is small and recreating the tags was trivial.

Tags have never really been supported or promoted or given Priority by VMware because their take up has been poor.
