Those do not exist as true "What you see is what you get" and especially today since pages are typically responsive meaning they look one way on a desktop and reformat for tablet and phone.  

 There are some options here. An editor such as tinymce, ckeditor etc, are meant to allow adding text and minimal graphics and converting the text to html that will be used on the page. But they are by no means a page layout system.  

If you are looking to create a web site without coding experience, then what you really want is something like wix.com, weebley.com or squarespace.com. These are very easy all in one site creation tools that take a little bit of tech aptitude but do not require coding experience. You also have Wordpress, Joomla and Drupal. These are open source systems that take more know how and have more options but will take a longer learning curve.
