Windows Administrative Tools, Resource Monitor and make sure you expand the Memory section.

Task Manager can also tell you this at a point in time.

By code or via another tool.
An alternative to the resource manager would be the task manager.  Right click the app bar (typically bottom of screen) and click on task manager.  There you see running processes and one column is the memory use

I have written code by using this link but I have an issue in understanding either working set size is RAM usage or some thing else?
