In new Exchangee servers like for example Exchange 2013 or 2016 you can go to Mail Flow / Rules and create rule for whole server or specified user

That's for transport rule, to create mailbox rule you need to use new-inboxrule.

easiest way would be though OWA.

  • Give yourself Full Control Over the Mailbox
  • log into OWA
  • Change url to read"e-mail address of account in question"
  • This should log you into the mailbox.. Then open the options and setup the rules as if you were setting up a rule on your account.
