To stop ALL websites on one Domino server, type, in the Console:
     tell http quit
or use the Admin client to kill the task HTTP.

It may take quite some time, and it may not work at all, if you managed to write an infinite loop in your code. In that case, all you can do is restart the Domino server. You may have to kill some processes if the server gets stuck during shutdown.

The question you asked is ambiguous, so I'd like to know whether the above is an answer to your question. Or are you looking for something else? If so, please explain.

@Sjef Bosman: Thankyou

so scenario is like, we have multiple internet facing site hosted on domino server.
There are 2 ip address for domino server. so we cannot quit http as ip address 1 host other website as well. we need to remove website hosted on ip address2.
also we have common website rule document for ip address 2
for example:
Website rule:
Host name or address mapped to this site: abc1.xyz.com, abc2.xyz.com, abc.xyz.com , ip address [xxx.xx.xxx.xxx]
there are number of rediretion rules applied for rediretion of pages.
Now we need to shutdown only abc1.xyz.com

What we tried:
1. when we try to remove only abc1.xyz.com from website rule still website is accessible
2. when created different website rule and then added abc.xyz.com, ip address[xxx.xx.xxx.xxx] still abc1.xyz.com is accessible
3 when created different website rule and then added onlu abc.xyz.com , then nothing is accessible and throws http 500 error.
And if you remove the Site document? Or disable it?
Where to disable website document?
Well, you can "disable" a Web Site document  by changing the Host names or addresses mapped to the site. E.g. the document where you have abc1.xyz.com, remove the name, or change the name in old.abc1.xyz.com or so.
Any progress?
As Sjef said fix by changing the DNS entries.  Although I would recommend changing the IP of the A entry rather than the CNAME because users could still access by IP.    Of course those solutions require to a) have access to the DNS and b) may not be immediate as changes in the DNS need time to propagate.
Alternatively change the landing page/document for the site...
