Calculating Weibull Beta parameters in Excel or Matlab

Calculating Beta values using for weibull analysis using matlab or excel.

I tried to follow a string from 2012 but i was unable.

I understand how to plot this graph on paper to find the 63rd percentile but it is the beta part that i am having trouble with..

any help would be much appreciated!

It is well known that the shape parameter of the Weibull distribution, beta (β), represents the failure rate behavior. If beta is less than 1, then the failure rate decreases with time; if beta is greater than 1, then the failure rate increases with time. When beta is equal to 1, the failure rate is constant.
