cannot access website (office 365 blocking it from email)

Where on the admin portal for office 365 can I set a link from an email to a webiste to allow?  See screenshot.

There's no "allow" functionality though, so your option is to change the policy to a more relaxed by unchecking "Do not allow users to click through to original URL". I would not recommend this unless you have very good reasons...
