Need help to find correct Excel-formula to determine if one or many/all records with a specific id has a value in another column

I need a  Excel-formula  to determine if one or many/all records with a specific id has a value in another column. In the attached simplified version I need to know if any or all of the ID:s has a value in the column action. If e.g. the person with ID =1 has 2 records in the Excel-sheet and at least 1 of these records contain a value in the column action, the column Has action should be 1 for all of the records.Excel-description

In C2
=COUNTIFS($A$2:$A$5,A2,$B$2:$B$5,"<>")

Open in new window

and copy it down.
Adjust the ranges as per your requirement. Make sure the ranges are symmetrical.
