iPad will not restore

iPad will not restore. It did have the latest iOS on and ive got the latest iTunes. I don't care about any backup, just to get the iOS on it.

iPad just hangs on Apple or spinning wheel. I've put it in DFU mode and plugged into iTunes, it detects the iPad but after 'Preparing iPad for restore' and a few minutes of 'Restoring iPad' it gives error 9 or sometimes error 14.

any ideas what I can do?

Both of those errors relate to the USB plug, cable, or computer connection being an issue.  I would replace the cord you're using and try a different USB port on your Mac.

Have you already tried Travis' recommendations?  
Have you tried a different machine?

When I had my issue with my iPhone 4 I had tried a Windows 7 PC and my macbook to try and restore the iPhone, but to no avail.  I tried a different USB port, a different cable...nothing worked.

It looks like you've done your due diligence in trying to get this thing restored.  Next option would be to take it to the Apple store and let them know what you've tried.  Maybe they can get it restored.  That's a very new iPad for it to already be having an issue.

Error 9 and 14 sounds like an issue related to the over-tightening screws after a screen-replacement. Did you recently replace your screen on the iPad? Also, what did you do to your iPad prior to your restoration. What were the issues that led to the restore. Was the device jailbroken?

This is still failing from a different machine and cable. I am concerned it is our network, firewall, are there ports/sites that need opening to allow the restore process to complete?

Checking to see if your network is blocking Apple's updates is a good idea.  I believe this is what you can check to ensure your network is allowing:

mesu.apple.com - Apple's Mobile Asset Software Update service. Provides an XML file with information about available iOS updates. When blocked, devices cannot determine that a new update is available.
appldnld.apple.com - (Optional) Apple's iOS and software repository. Where devices will actually download the iOS update from. However, other software and updates are also provided by this URL. Blocking may not be desirable in all environments.

There are also a plethora of other options to look into, but the aforementioned domains should be looked at first..
