Excel Macros enable just from certain locations

We have set a global network setting in Excel 2016 using Group People Policy of:
Disable all Macros with notification

We want to allow Macros to run without notification just for some excel files on the network, can we set an exclusion rule on a network folder to allow this or something?

You can set up Trusted Locations, although I think the Disable all Macros with notification might overrule it. You need to experiment

I am getting erratic behaviour, sometimes being prompted to enable content, sometimes not. Is the allow setting remembered across users, sessions or machines, it is not giving clear results in troubleshooting.

my colleague has suggested setting 'allow all macros', sounds dodgy, but then if the users are given the option to allow anywhere, they don't know what they're doing, most don't even know what a macro is, then the protection this disable setting gives is minimal...

Do not allow all macros.

I think Trusted Locations are your best option.  This looks useful
