In MySQL 5.7, "mysqldumpslow.pl" is located in C:\Program Files (x86)\MySQL\MySQL Server 5.7\bin .  My version of Perl won't read that path because of the spaces so I have to be in that directory to run it.  I didn't give it the correct parameters so it didn't tell me anything but it ran.

That's the same error I get.  Here's the instructions but I don't know if it answers the 'basedir' question.  https://dev.mysql.com/doc/refman/5.6/en/mysqldumpslow.html
