F1 licenses only can use a pst file in an Outlook for Windows configuration?

I have some F1 Office 365 license, when they are configured in an Outlook version for windows only have the option to download the emails to a pst file. Our enterprise have a policy that says that we cannot use a pst, this can be possible in our E3 licences but not in F1, I am in the correct thing? How can I show to the enterprise managment this justification? There is an official document from Microsoft explain this?

F1 plans do not give you any office applications, just a web experience and web tools.

Both the F1 and E1 plans use versions of Outlook but with a key difference: F1 users are required to access Outlook through Outlook Web Access or through a mobile browser while the E1 users have the option to connect through the Outlook desktop app, although the license for Outlook 2016 isn’t included in the E1 package

in fact we have almost all our F1 accounts in that configuration, so need to resolve this because pst files are not permitted from now. if you can see in the last step, delivery part has a checking box that permits leave a copy on the server, that means that the default configuration is syncronizing in the Outlook on premise by a PST file.

sure it can be configured to use POP/IMAP but these do not use .ost but use .pst's, Your security rules do not allow .pst's ergo you cannot use F1. It's not rocket science here.
