I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

RDS is Amazon Relational Database Service (database server) https://aws.amazon.com/rds/  AWS is Amazon Web Service (think the web server)  https://aws.amazon.com/

AWS is where you would keep your html files. I don't use RDS but it looks like it has the latest stable version of Maria https://aws.amazon.com/about-aws/whats-new/2018/01/mariadb-10-2-now-supported-on-amazon-rds/

EC2
Ec2 is just like a virtual machine in traditional data centers. Once an EC2 instance is up and running you can technically install anything and everything you like.

If you want to save the installation and other steps, you can use the AMI - Amazon Machine Image which comes with different flavours of OS and even with MariaDB or other db / middleware components at time.

You can also check AWS Market Place where you can find Enterprise grade apps, that can be installed on a single click.

RDS

RDS on the other hand is the AWS offerings of database flavors, which can be setup with few clicks and used in minutes. AWS however offers only selected flavors of RDS from main RDS vendors like Oracle, Microsoft etc and also offers AWS's own flavors of MySQL which is Aurora.
