Forwarding other staff email
One of our executives was terminated and all of his email is being delivered to the CFO. He needs to send these emails to the appropriate staff but is unable to forward them to anyone.

How is he attempting to forward the emails. If attempting to forward the emails via outlook, that should not be an issue. what is happening when attempting to forward the emails to another person? Is there an error or something?
Also just a note, if attempting to forward via exchange mailflow properties then you can only forward to one single email address, either a mailbox, contact, or DL.
Any messages flagged as "private" or "confidential" will not be able to be forwarded.
Just a word of advice. The whole goal should be able to eventually get rid of that old mailbox and this workaround will solve your problem as well.
To that end, I have found the best thing to do is rather than forward the mail, because that can get messy, delete/rename the former employee's email address from their Exchange account. Then add that address to the CFO's account. That will stop the flow of new mail into the old mailbox. Then either export it to PST or have someone clean it up so it can be deleted.
Optionally, show the CFO how to set a rule in Outlook to flag the mail coming to the old address by using a header rule. That will help them identify it more easily.

They were all great answers and I could not provide more information before seeing the actual problem. When I did, it was embarrassingly obvious.

just go to Exchange console, find user mailbox (the one who has left), Properties - Mail Flow Settings - Delivery Options - Properties, and then select user who should receive those emails.
