No active public folder mailboxes were found?

My Server
Exchange 2010 EX01
Exchange 2016 EX02

I try to create a new public folder on the Exchange Server 2016.
In this situation, you receive the following error message:
No active public folder mailboxes were found. This happens when no public folder mailboxes are provisioned or they are provisioned in 'HoldForMigration' mode. If you're not currently performing a migration, create a public folder mailbox.error message:

As per MS, this is a known issue. Refer:

It has the solution too. Either you complete the migration for PF from 2010 or 2016. Or delete the PF you created earlier.  I would advise you to better migrate everything to 2016.
