We just hardcoded the Fax server to point directly at a single server in the SMPT relay pool (10.x.x.x) versus the DNS pool name

it worked but when we put the dns name of the HUB  server smtp fails

We saw that 1 DC was in hung state , how that can cause
what could be the issue

do you have any error when you use DNS? What servers do you use?

•         When hardcoding the SMTP connection infax server to 1 of the hub servers  servers mail delivery is working.  
•         When connecting to the other hub servers  it is failing

after restarted 1 dc it worked , what could dc be doing

It's possible that the DC that was hung could cause the issue, if DNS is also running on that DC. Also some apps such as faxes or 3rd party apps don't do well when you use DNS names, they prefer to use the IP address. We actually have an app like that here at my company, but when we point to the actual IP address and then it emails properly. not saying that is the same issue you are experiencing, but that is a possibility. But if the DC also has DNS installed as a DNS server then if the DC hangs, that will most likely also affect DNS for name resolution if a client was accessing DNS on that hung DC.
