Hello,

You can try the following manual steps to save CSV file to iPad:

1. Convert that CSV file into vCard format as from .csv file you have to save each contact manually to youe iPad address book.
You can convert CSV to vCard 3.0 or 4.0 (because iPad supports these versions only):

      - by importing into Google contacts
      - by editing from Text Editor

2. Now, after getting vCard 3.0 version, you can import that in your iPad address book easily.

You have to create each contact into vCard format using the above manual way. You want a quick solution and the above method is a bit lengthy and time-consuming, so you must go for a relevant third-party tool like CSV to vCard for Mac. This is one of the best software to save CSV file into Mac vCard format. It automatically creates each .csv file contact into .vcard format easily and saves your time. You can even try its Free Demo version first and then can upgrade its full licensed version.

You can open a CSV file in Numbers or Excel on the iPad .. do you have either of those apps on your device?

If you want to CONVERT the CSV file into Contacts then you'll need to use a web-based service such as
https://www.thewebvendor.com/excel-to-vcf-vcard-online-converter.html
http://phrogz.net/js/csv2vcard_2.html

Most applications that can convert CSV to VCF Contact files need to be run on a PC or Mac computer not an iPad

The only other way I am aware of .. is to use the iCloud service from Apple ..
Log in your iCloud account from www.icloud.com.
Click "Contacts" on the home screen.
Move to a setting icon on the left bottom side to select "import contacts" so that you can choose the csv file that you'd like to import to iPhone.
After that, you can preview the result on the web page and iPhone contacts app.
