You would need the USB download from your antivirus vendor (or try a name brand vendor) and scan with the USB key
Yes, You would download the free utility from a machine that has internet connectivity and copy it to a DVD or USB as suggested by John.
I use ESET at home and here is a link to their free version called ESET SysRescue Live: https://www.eset.com/ca/download/tools-and-utilities/

If I download eset and copy on a flash will it have the latest definitions?
The definitions should be reasonably up to date.
