Cannot edit vectors

I have an *.ai file which I was given by a client (my wife in this case). I want to modify the vectors, but the imported art is not showing as 'grouped' or 'path combined' and I am not sure how to break the vectors apart to edit. I am attaching the file for reference.

Look into the panel called Layers (Window > Layers) Click on the lock to release the locking. After that you can edit the vectors.

In addition to unlocking, the image has an effect applied to it from the Effect panel. Although the flag appears to have curves, these curves are not editable as vectors. If you click on the main group inside the layer then go to Effect --> Warp--> Flag and adjust the Bend to -9%, you will be able to see the original vectors (which are all square cornered shapes). If you want the curves to be editable as vectored curves just click the layer in the Layers panel and select Object--> Expand Appearance from the Object menu.
