2008R2 RDS Licensing not tracking Licening amongst multiple RDS Workgroup Servers.

I’m working on a setup with 6x Server 2008 R2 RDS Servers. There is no domain so they are all setup on a workgroup.

The first RDS server is the licensing server and has 100 Per User CALs installed.

All 6 servers are pointing to the first server for the licensing server and people are able to login to all 6 just fine.

What’s weird is the licensing server is reporting just a “-“ under the “Issued” column in the RD Licensing Manager.

I have another client with a 2012R2 RDS Server that is domain joined and is gives an actual number, like 15 out of 20 under the "issued" column.

But with this workgroup standalone setup of these 6x RDS servers, they are all pointed to the licensing server and nothing is showing up under licensing diagnostics as a problem. They are also actively using more than 100 sessions, yet I remember that when you hit your RDS user count, it blocks you from remoting in.

Shouldn’t RDS licensing be blocking users if they go over the 100 count collectively on multiple RDS Servers?

This setup seems to give them an unlimited amount of user sessions or at least 100 per server as the RDS Licensing server is not tracking anything.

Just wondering if you’ve run into this on a workgroup environment or anywhere?

Per User CAL tracking and reporting is not supported in workgroup mode.

Is the RDS licensing server and standalone in the same workgroup?  Or a they in different workgroups and domain?

Is the RDS licensing server and standalone servers in the same workgroup?

From the problem description I am unsure if the "Best practices for setting up Remote Desktop Licensing (Terminal Server Licensing) across Active Directory Domains/Forests or Workgroup" were followed.  Have a look and hope it can answer some of your questions.
