FM 16 - Admin Console No Longer Appears in Browser

ON the server, the Admin Console No Longer Appears in the Browser.  Could it be because of a Java or Windows upgrade?  Using FM server 16.0.3

No error, just a blank white screen.  Here is the location in the browser:
http://localhost:16001/admin-console
FileMaker launches a JAVA application that executes immediately after you access the page.. This issue is a problem with JAVA on the server or workstation trying to access the page.  Please check the JAVA version and update if necessary it could be disabled on the box you are attempting to access the page from.

Looked under every tab, especially Advanced under IE's "Internet Options" and couldn't find any setting for Java.  BTW, also tried opening the link in another browser with no luck.
How about another computer?
It's local to our Apps Server.  Won't open on another PC or server.

@RV,

Please go to JAVA.com and check the version of JAVA installed on that machine. If it doesn't have JAVA installed then install the application and then test and make sure it is active and available.
Checked and I got a prompt saying I have the latest version, so maybe Windows needs to be updated.  I noticed there are 2 downloads waiting.
I also wonder if I'm going to have to either roll back a java update or update FM server from 16.0.3 to 16.0.4

Thanks Will, that was it.  Somehow Java was upgraded to 171 so I uninstalled it, then installed a FM upgrade from 16.0.3 to 16.0.4, and as you said FM installed the correct java version (Java 8 161).  Able to access the Admin Console.  (Note:  tried to give assisted solutions, but no button for it, only button for "Best Solution."
