SIMPLE website creation program or site needed. I am looking for simplicity as the main requirement for my need. It need not be free, but it should be inexpensive. My needs are VERY uncomplicated.

The options listed have built in hosting and themes ready to go. If you can use a word processor you can make a site with those tools.  Wordpress, joomla et el are more involved but also a good option.

How simple must it be?  If you are already familiar with MS Word you can use that (as Scott already mentioned using a word processor).  All you have to do is create the content then save is as an HTML file.

While you can technically generate html from some Microsoft office products, that is really not a good solution.

The most simple looking sites are much more complex on the inside especially if you take into consideration a responsive site that can automatically adjust to different screen sizes based on the users device. Also managing multiple pages, navigation etc. not to mention the generated html.

Sure but if the requirement is "easy" then that's a simple solution.  It may not be the best but simple.  If you are to add complexities to adjust to different screen sizes based on the users device then there are other features that can be recommended as well and of course different tools to be used.  The sky is the limit.  Of course it will be up to Need-a-Clue's comfort level.

What kind of website are you trying to make? How many pages will it have? Who is going to edit it? What types of devices will people use to view your website (desktops, laptops, or phones)? Do you expect the website to be found via search engines? Will there be lots of media or mostly text? Where will that media be stored? Does the website need to integrate with any other services? Do you need user management or commenting systems?

Uncomplicated indicates to me that the site will be low-traffic and not require large amounts of storage or a database.

Beyond that, if you want the system to be as easy as possible I would recommend going with one of Scott's suggestions from the first comment.

Rather than ask for 'simple' you should ask for one that has the features that you need.  Of course, you'd have to tell us what they are.

If you're comfortable editing html yourself, one of the simplest solutions (imo) is to get a basic template from somewhere like Themeforest, then just update it with content. Simple web site for around $15 flat.

Experts....All I need at this point is ONE main page that lists a business service, and contact information. There is NOTHING there at this time but I want to have at least an index.html page under construction until time permits me to develop a small site of perhaps 10-14 pages. I will try the suggestions offered above and I feel confident that I will find what I require with one of them. Years ago I was fairly good with Frontpage but from what I am hearing now Frontpage is not really an option. Thanks so much Experts for your well thought out reply to my mini problem.
