Cannot get more than 2 connections on Server 2016 RDS.

After a successful deployment of RDS on 2016 server, including creating a local license server (which is green)  pointing the deployment at it (task, edit deployment, licensing), I cannot get more than 2 connections, Check local policy, and see that the license server is not filled out, I fill it out. Run diagnoser, shows plenty of licenses for clients.

Same as last time I responded. The only role that is needed to remove the 2-connection limit is the session host role. Everything else is supportive (yes, not having a license server will eventually cause OTHER errors), but not needed to immediately allow more than two connections.

So either that role was not installed, or a group policy is blocking connections.

You are right, GPO.... Some recent updates to 1 GPO added a max connection setting...
