Remote desktop license server shows Not Configured

I have Server 2012 running Remote Desktop services. All services are on one server.  I installed 15 per user licenses.

In server manager / remote desktop services / overview, under Deployment Servers it shows the server name  - RD Licensing.

On the same page under deployment overview, I click on Tasks / Edit Deployment Properties. On RD Licensing  Per User is checked and the server is listed on the bottom section.

In RD Licensing Manager there is a green check next to the server. When I click on the server, on the right pane "Windows server 2012 - installed RDS Per User CAL" shows  total licenses 15 and available 15.

When I run licensing diagnostics it shows:
Number of licenses available for clients -  0
Licensing Mode - Not configured
Warnings:
"The licensing mode for the Remote Desktop Session Host server is not configured."
"The Remote Desktop Session Host server is within its grace period, but the RD Session Host server has not been configured with any license server."

What part of licensing am I mssing
