The messages get stuck in Transport Queue
I have a situation that The messages start to pile up in Transport Queue and get stuck there and this has happened twice now when putting exchange servers in main site in Maint mode and failing over the DBs to DR site (Different active directory site) and bringing the server in main site back from maint mode and redistribute DAGs. if you fail over the DBs to main site secondary it doesnt happen. I dont see any reason as to why the transport Queue would get Stuck. today i noticed we had over 10K messages stuck.
I had to put that sever in maint mode and reboot it to release all the messages.

exchange 2016 and no i didn't find any error to give me a reason why. after a reboot of the server now all Queues are back to green and normal and all those 10K messages were released

thanks. and yes my maintenance tool is doing all the above. in regards to pointing the gateway to secondary site. we have proofpoint as our messaging gateway and in there all exchange servers are setup for inbound from both primary and DR site. and they are load balanced. do you recommend changing that?

Damn we have 90 inbound domain setup. i guess i need to have bulk import file for both all servers and DR servers only.
