What do you mean?  You go to the VLSC site, log in, enter your License Number and your Agreement number.

Do you mean something else?

We are buying some some license , our vendor said that before purchasing Microsoft volume licenses we need to register our selves first.  Thanks

I sell Microsoft licenses... don't have a clue what your vendor is talking about.  You buy the licenses.  You have to provide the Vendor with company information, including an email address.  Once the vendor processes your order, you get an email from Microsoft indicating your License Number and your Agreement number.  You then go to the Volume LIcenseing site, register for an account (if you don't already have one) and once signed in, you add your license.  At that point you can download media and keys as appropriate.
