Convert Nav image to CSS

I need to convert this image to CSS. Basically I need this same (or very close) look so I can manipulate the functionality ( as in, highlighting different circles depending upon what page they are on )

I am not having any luck,

The client is using bootstrap if that helps, with Jquery.
