Outlook 2007 inbox does not update with emails

I am having a problem with my Outlook 2007 inbox updating with received emails.

When people send me emails I have to either exist out,and then go back into Outlook 2007 or press send/receive F9
To see the emails in my inbox.  There is no problem with sending emails.


>How can I resolve this problem.  ???
Note: I can not change the Exchange cache mode setting because it grayed out by a GPO - This is not an Option to resolve this problem.

Make sure in Outlook (the Client) Send / Receive settings that the account is selected and set for automatic send/receive.  In my screenshot below, the automatic send/receive is unchecked - Set it.
