Provide an sample of an good onboarding process for new hires to a department.

I am a new employee hired in a department in the company I am working for.  The department is about two years old and there are still attempting to find their way in the company. There is no onboarding process in the department that guides new hires on expectations of the job, no documents to review, or suggested training needed?  I would like to suggest and develop an onboarding process that would give new hires performance aspects of their jobs to transition quickly and smoothly.  I would like to develop a process through which new hires learn the attitudes, knowledge, skills, and behaviors required to function effectively within the department so they do not feel lost.  IT will not be sitting for a month at a desk with nothing to do.  Can someone provide an example or samples of an onboard process?  I would like for it to include the following:  

How to develop the plan?
What types of documents will the new hire need to review?
What steps need to be implemented to train the employee on best practices, standards, guidelines of department and tasks associated with their job.
What kind of tool can be utilized or developed where the department employees can go to find the onboard process materials, i.e., guidelines, tasks, training documents or videos or links to videos.

Well all these are very vague...maybe start with the simple ones...what kind of company is the company you work...what are its objectives...do you have an organizational structure chart.

The company is an IT company.  The objective is to get processes built and implemented that can guide new hires and help them to assimilate quickly to the organization and department.
